Updated another refreshable excel report and have the same issue again. User with GP installed locally can open the file without errors, users who login to GP via RDS or do not have GP login get the Initialization of the data source failed.message. Below are the connection strings from the files based on GP versions that is the only thing that it showing as being different between excel reports .....
GP2018 (only works with GP installed locally)

Same server / instance.
On my PC the file opened without issue - Win 10, Excel 2019
On my Laptop received the error message -.Win 10, Excel 2019
With file open, went to connection properties, definition and browsed to the ODC file.
Then was able to get data/connect.
Hadn't ever ran into this issue after updating a report besides forgetting permissions in SQL on the view.

This is likely an issue with the ODBC address. Did the server or instance name change?
It would be looking for a 32-bit ODBC (you'll find what it is looking for in the Data Definition in Excel). If that exactly-named ODBC does not exist on a machine then it can't connect and you'll have to create the ODBC source.
Are you seeing where two users using the SAME machine get different results or is the issue really a difference in the machine?

Added a column to an existing refreshable report and now certain users/devices are not able to connect. This would be the first time a refreshable Excel has been updated since installing year PR update. I have checked everything and must be missing something simple. Checked permissions on SQL server, file is saved to network share.
GP 18.3.1200 (2020)
Excel 2013 and 2019
Error:
Initialization of the data source failed.
Checked the database server or contact your database administrator. Mare sure the external database is available, and then try the operation again. If you see this message again, created a new data source to connect to the database.
