What version of GP are you on? If at least GP 2013 R2 I believe, you'll have the ability to do at least what you're asking for for customers.
The initiator can open Customer Card window in GP, fill in information that they're responsible for, submit it for approval whereas the first person is tasked w/ adding addt'l information & then the second person is tasked with final approval. All doable w/ GP workflows that work great for this scenario.
It does consume a license, it does require the person to be in GP, good or bad.
There is nothing like this for inventory items unfortunately...
One alternative to GP workflows could be SharePoint. We have customer and item forms setup in SharePoint that have workflows embedded in them. Once the approvals reach a certain step, we use SmartConnect to automatically integrate that customer and/or item into GP and it's available for immediate use.
There are certainly other options out there but just what we've had success with in the past. Let me know if you have any questions!

I'm trying to put a process in place where sales can ask for a new product set-up (or customer) thru GP. Not sure if it is possible but is there a workflow where they can start an item (or customer) card and then have it routed to production for some of their required information and then to me for approval?
My other thought was to have a form in Outlook that would pick up the same information - not sure if that is possible either.
My last resort is a paper form that is routed around, I just have a couple people where paper can get lost on their desk really easily.
Does anyone have a process that works that isn't paper?
