Tax Withholding GP 2015

I have a couple of KY local withholding taxes that I can't figure out how to set up in GP 2015 Payroll Local Tax Setup. One requires the first $5K in wages to be exempt from withholding, then all wages over that amount should be taxed at 1%. I added "Check Minimum YTD Taxable Wages" to the Sequence box, typed $5,000.00 in the box next to "Minimum YTD Taxable Wages", and set up a table to start withholding on wages over $4,999.99.  When that didn't work I removed "Check Minimum YTD..." and put "Check Min. Annualized Taxable Wages" in the Sequence box instead, but this didn't work either.

The other local tax has one withholding rate for the first $25K in wages, then a different rate on all wages over $25K. I'm not sure how to set this up either.

Any help would be much appreciated!

Did you try "Subtract Standard Deduction" for the 5,000 and then apply tax rate.

The second would be Apply Tax Table.   In table setup it would 0-25000 in wages at tax rate.   Second line would be 25001-999999 in wages with dollar amount of $25,000 * the first tax rate, then the percentage for those wages above 25,000.

    Thank you
