you're chasing the wrong car here :-).. This is budgeting data which anyways calls usually for rounded numbers to the dollar, if not even to the 10 or 100 dollars per line item.. Importing a budget isn't by any means to serve as a purpose of an "exact" control of your actually, since those numbers can be influenced by many external factors, like exchange rates and rounding issues with your inventory items.
The budget function in GP has a purpose to limit the spend amounts per account in the POP process (using POE) or in requisitions workflow, and to track in your Financial Reports (in MR 2012 for example) where you're sit with your Actuals vs. Budget throughout the year. On top of that, budget usually gets adjusted quarterly with a fresh upload and may (or may not) override your initial budget for the year, depending on how you manage it. We used to have year-start budgets and then an outlook revision at each quarter end (budgets would be named accordingly like Budget-2019, Budget-2019-OL1, Budget-2019-OL2, etc..)

We use budget import on this version and I have not had any problems. Are you budgeting for the amount $0.07? Or just amounts that end in ##.07? I looked through our previous budget amounts and we have imported amounts that end in .07 ok. If the issue is limited, you could upload the budget in excel, and then edit the amount on the Account card>Budget? I have had to do that once or twice on last minute changes before launching.

We are currently on GP2015 R2. When importing a budget it seems that one specific amount .07 is being loaded as 7.00 and we can't figure out why. Other small amounts for the same account e.g. .08, .09 load fine. Has anyone else experienced this?
