GP SCM w CA has a lot of features.
An example is you sell the customer a prepaid contract for 50hrs of support at $150/hr but if they exceed the 50hrs then you will start to bill them at $175.
The initial Contract amount is billed from CA for $7500.
Then you open GP SCM calls against the CA contract in your support center. Nothing gets billed until the cumulative support hits the overage at 51 hours, then they start getting billed at $175hr on top of the original $7500 amount.
I give you some complexity just to get an idea of what you can do with these modules.
If your volumes justify it and your complexity requires it.
I believe GP CA is in the core modules now as a teaser to then purchase GP SCM so you may have CA just not yet installed.

Or you could use the GP Service Call Management module with GP Contract Administration and sell them an uptime contract for 50 hours which posts through as a SOP Invoice and then open Service Call tickets against the CA contract to consume the hours. Post the CA Contract to deferred Revenue and recognize the revenue as Service Calls are used. Module came out in 1998 as I remember.
edit: This module would allow you to run a dispatch/call center with technicians. Set up hundreds of contracts, manage renewals, price books, technician rates for billing, utilization, metering and soon. Maybe not for the faint of heart but if we have more than 30-50contracts we use this module in all companies and some have as many as 2000 to 3000 CA contracts

You can use the inventory module. Create the virtual 'item' with Item Type = Sales Inventory. You can do inventory adjustments, with costs, to enter starting balances or any increases in hours (earned, purchased, etc.). You can relieve the points by virtually selling them with orders and/or invoices. The inventory module will give you your current balances and all history.
You can get creative with your unit-of-measures. You'll want to think through and decide if you are going to track in a fraction of an hour.
You can get creative with item IDs and item classes to get granular on your tracking.
