No, because the GP Inventory master table doesn't track who changed which item, but only when it was modified the last time (IV00101..DEX_ROW_TS).
Yes, because if you enable in GP the Activity File Tracking option on all users for all companies, you will be able to report on that activity later.
Administration >> Setup >> System >> Activity Tracking

In the Activity Tracking Setup form, select the type "File Tracking" and then check the boxes for Activity you want to be tracked and for which user(s) in which company(ies).
Likely Addtions, Deletions & Modifications on Master Files is what you're looking for...
Once this is done and users have started making changes to Master records in GP (be aware, this isn't limited to Inventory, but all master data!!), you can inquiry / report against that activity.
Administration >> Inquiry >> System >> Activity Tracking

Be careful on how many users and companies you're selecting/enabling this tracking, as the activity table is filling quickly and can become quite large over time.. It is important that you go from time to time to the Activity Detail window and remove old records based on dates (for example).

You can also setup a SQL job that cleans up the DYNAMICS..SY05000 table based on the date entries, so you don't let that grow too large over time.
Run the job once a month for entries older than 6 or 12 months.. Your mileage may vary depending on how many users & companies you're going to track.
