Liaison Messenger EDD along with our new ETL option could be the solution to your need.
The Liaison Messenger ETL option would scan for these conditions through a SQL view or web service and then react accordingly by sending an email with the details you listed above or running a report. Both methods would be distributed through Messenger EDD's standard functionality (attach supporting documents, batch email, batch fax, print, archive, etc.)
