@Danyell MaloneyI checked (using GP Power Tools) whether there was a Dex.ini setting looked for when you print a report and there wasn't one. So there is no way to turn this off.
A long time ago, I had already added a screen output memory for size and position into GP Power Tools when
@Shawn Dorward first asked me for this functionality.
This has now been updated to undo the maximize that GP does and size to whatever the last size, position and state was when the window was closed.
Just install GP Power Tools and activate the free 30 day trial.

I, myself, do not have time to troubleshoot this one, but I'm almost certain it will be a setting in the DEX.ini in the Data folder.

Recently GP updated the Print Output Screen to automatically maximize when something prints to screen. Does anyone know if there is any way to turn this off? (3rd party products?)
We have users that don't always need these so they close out of these windows. They start clicking close repeatedly for multiple windows, then accidently close GP. This ends up causing other windows that may be open to get hung up.
